Just finished episode 13 (Big Trouble in Little Onsen). I like these characters, but the quality drop-off after episode 4 is getting to be annoying. Is it worth watching the rest? What about the later seasons?

I dropped it earlier than you're up to so I'm not the best source, but from what I could tell from wikipedia episode summaries, the TV series doesn't really return to the same kind of material as the original 4 OVAs. It's also worth noting that the OVAs and TV series had completely different production staff too, which might explain a lot.
At the very least, I can say there's (probably) not much left worth watching if you were mostly interested in the car stuff like I was.

That makes sense. I was aware the first 4 episodes were a separate OVA series, but I didn't realize the production staff changed too. It definitely seems like the content focus shifted, too; away from the action/animation towards more of a sitcom driven by the characters' interactions.

Depends, I guess. After the initial drop, the quality pretty much remains the same, so I guess it's a matter of how much you like the characters and the setting at that point. But it's not without merit, there's even actual romantic development and some episodes where the animation quality suddenly peaks.

I haven't watched past the old series though, as 90's aesthetics were a big part why picked up the series in the first place.

If you like the characters, the rest is still a solid watch for their interactions and silly shenanigans they get into. So yes, definitely go for it.
The OVA and movie are definitely great police action/drama pieces, but the TV show still holds up as a fun show, even though it doesn't get up to the same intense stakes as the OVA and later movie.

The 2001 series is also pretty good, but I haven't really touched the 2007 one but it's really just because of a personal principle of me avoiding post 2006 "modern" reboots or continuations of old stuff.

It's a travesty how the manga isn't scanlated fully. The manga is so much better than the anime.

the series nearly tackled almost all types of criminals outside of homicide related stuff since it's not their forte.
If you're really that autistic you can just skip to season 2 & 3, the movie, and the special episodes

I more so meant animation quality in particular. I agree that overall the show doesn't turn bad after the OVAs, it's just that the focus shifts away from visual spectacle and more towards the characters, writing, and story.
That spoiler is a good sign, something to look forward to.
