the number one most important thing is fight choreography. panels needs to flow naturally in a way that makes reading effortless and guides the readers eye.

I definitely think it takes someone with a cinematic eye to make a good fight scene. Dynamic poses and camera angles, good layouts and pages that flow well, good sense of motion and impact.

Yeah Toriyama is the king of "flow" from panel to panel. I think the picture you posted might even be the best example of that from all of Dragon Ball. Toryiama spawned lots of imitators when it comes to how to draw an engaging fight scene and you can tell when some of his clones attempt the same idea but often overdo it with detail (clutter) or speed lines

I think anime and manga fight scenes are usually ruined by the atrocious character design, powers and background that most of them have. Often it'll just devolve into mary sue nonsense.
Manga that are entirely devoted to """"grounded"""" fighting, like baki and kengan, usually avoid that problem.

Kaku vs Yujiro Hanma is my favorite fight in all of fiction

I think this is the best fight in all of Baki, honestly. It showed a lot about both fighters. Yujiro's speech in the beginning, Kaku's answer to his question, Yujiro learning Xiao Lee just to show how easy this 'martial arts shit' is to learn, then Kaku 'dying' and claiming victory. Even capped off with them meeting afterwards laughing about the fight.

I think for me it depends on context and characters in the fight to make a truly good fight scene, for instance in something like Jojo's where its all about powers and less about conventional fighting I prefer battles that focus more on strategic capability and making wild plays to best make use of their fanciful super power. HOWEVER in things like early Kenichi the mightiest disciple shows of skill and mastery are more fun for me fights like Kenichi vs Odin are the bomb because they focus on the skill and effort both fighters bring to the table make good use of their individual masteries to bring out the best effect. When each character plays to their personal strengths and we can really see more about who is fighting through the fight it creates a more intense and awesome showing!

TLDR: The best fights maximize the use of the stories mechanics filtered through the specific mentalities of the characters.
