Ghibli hasn't worked on shit for years. Their downsizing means that a lot of veteran artists left in 2014-2015, either as freelance or forming their own studio like Yonebayashi at Ponoc. With Yonebayashi gone, the elder Miyazaki moving at a snail's pace, Takahata dead, core staff gone, the only choice is to double down on the younger Miyazaki.
It's not like Earwig and the Witch has that much continuity and staff anyway, it's just Goro doing what he wants.
