I guess they were holding out hope for a lelouch route. There's even a petition that's garnered thousands of signatures to have the chapter changed. Heard some leaks from animators working on the finale season:
-Production is fucked, some early episodes are not even finished.
-Staff is desesperaly recruiting freelance animators on twitter to help them, many of them being young animators from oversea who accept anything despite the horrible pay and conditions
-New character design sheets are really close to the manga and way too complex. They're basically asking them to animate the characters with the designs from the manga, with no compromise to simplify them. This is what is killing the production. One animator said that it takes 3-4x more time to animate a character in AoT compared to a character from a regular anime (faces are too detailed, uniforms are too complex,...). It would be fine if the schedule wasn't so bad.
-Production Committee is stubborn and has always insisted on Fall 2020 for the release date, which fucked the schedule. They accepted to delay it until december due to COVID, and another delay is not impossible due to the state of the production. If another delay happen they will just blame it on COVID.
-"Part 1" of the finale season is supposed to be 16 episodes long. Staff and PC are thinking abouts splitting Part 1 in two cours to ease the burden (second half after Kingdom ends in September) but it's unlikely.
-Overall you can expect something around OPM S2 in term of animation (nothing fancy, maybe some good cuts here and there). Staff is aware of those limitations and they're trying their best to work with them.
