The weird cult-like formation of the SSS was mostly because everyone else outside of just Yuri and Cha were starved for real human interaction. Not many of the others actually cared about revenge as much as they were genuinely creeped out by the weird robot roommates and teachers.

The series missed a huge storytelling point by not having Yuri be the true antagonist behind it all. She was the one manipulating everyone into joining a revenge against god group and fucked around the school getting students shot and sliced every day. She seemed to have a very firm grasp on the rules of the world and knew what was going on and why everyone was there.
Even the manga hints at her forcing them into situations, and she constantly stopped members from becoming happy and disappearing. There could have been some big reveal at the end where she admitted to stopping others from moving on so she could build her army because she was bent on revenge at any cost.
