He is iconic and charismatic.

he's an entertaining villain but he's not a good villain

his plans make no sense and he isn't very intelligent, and his motives are kind of dumb and petty for someone who claims to be so superior to everyone else. It's fine to like him but objectively there's just not a lot there to his character.

DIO is miles better than that creep Kira that's for sure

In part 3?
He's extremely iconic and memorable, at the same time he's barely present in it
If it weren't for the characterization built in part 1 he'd be an average Saturday morning cartoon tier villain

If it weren't for his history in part 1, I really do wonder if he would be treated as anything more than Diavolo tier. Sure the last battle makes up for it, but he's a non-entity for 95% of part 3.

In the context of Part 3, he works well as a symbol of burden inherited through the bloodline, the complexity of his charter really didn't matter and even then that was fixed in Part 6.
