No. Aya rejected him twice.
First, she wasn't sure about her feeling, so she can't accept Shota's confession.
Then the Kouhai (being a cuck she is) advised Aya to be honest with her feeling and not reject him just because Aya knows that the Kouhai has a crush on Shota and doesn't want to hurt her feelings.
Aya then thought about her feelings towards Shota seriously and finally decided to confront him once again. She told Shota that she also "likes" him. Shota was happy, but Aya then said "but I can't be your gf" because her "like" towards Shota is just like as a best friend. Aya wants to become friends and Shota is "happy" with that.
Kouhai and Nao (kouhai who has a crush on the old storekeeper. she already won her love battle at this point of the story) invited Shota to cheer him on, but he eventually broke down and this happened
