I think it's mentioned in the Fate Zero novels during one of the ceaselessly boring and repetitive exposition moments where tehy mention that homunculi (specifically Irisviel) only live for a few years.
So even though Irisviel was an ara ara, if I remember right she was literally only eight years old when she gave birth to Illyasviel.

Yes, I know why Illya said that dummy. It's both because Shirou's path in HF is self-destructive, and also because Illya is not gonna live long after the war even if she does survive it (like Fate route). That's why her bittersweet sacrifice at the end of HF helped give her life meaning.
I still want a proper Illya route where you save her and her fucked up body is a plot point.

I imagine during HA's development, there was a good amount of discussion on whether to make an Illya H-scene. Ultimately it probably came down to Type Moon wanting to transition to a more mainstream production company. And with the PS2 release and anime on the horizon, they would want to avoid any potential controversy.
The small jabs remaining in HA are probably a response to that.
