Yeah I'd agree this is true. When you look at it most stories tend to make raising the dead an evil thing by going "They are a totally different thing once they are raised!" Or other major consequences that is more an add on to the concept.

But like that's not actually really talking about the morality of raising the dead as a general concept. If next week we somehow found some nano-machine treatment that could revive someone an hour after death I doubt many people would use the argument that just because their heart stopped we should let them rot.
