Except the studios that make your weekly anime are made of multiple departments and multiple teams and probably outsource to other studios on top of that yet can't reach the quality of a short-film made by a single guy.
So you're saying it's just a 3 minute short and not an actual show that has deadlines and budget constraints.
Art looks very plastic and trying to emulate already existing styles. Animation looks terrible but decent enough for something made by (I assume) only 1 person. Visual direction is basically non-existent. The sound is awful. I guess the backgrounds are the best part, but still, not good enough.
How come deadlines are impacting the quality when each person literally have one job within a team doing the same thing? Budget would most likely be less of a constraint if they reduced the number of airing anime to focus on doing good ones.

Yeah, they actually have tight deadlines all kinds of managerial boxes to tick off as opposed to some hobyyist who can take as long as he wants to make a soulless but nicely animated short.
Because I enjoy anime as a narrative medium rather than mere visual stimulation.

If you seriously think making a 3 minute short over years is the same as making 13 21 minute episodes in under a year then you're just ignorant of the process of animation. It's still a lot of work even if you have a lot of people. I'm not saying the industry is perfect, it obviously isn't, but this is just a different level of stupidity. And unfortunately it's common on Zig Forums. You're probably the same person that spams 30 second manga animated PVs and then cries when the eventual anime adaptation doesn't look anything like it.
user... I don't know what to say. Like 50% of it's stills. The parts with actual animation are pretty decent, not really anything to be amazed about though considering that there's shit the looks better than this in actual weekly shows.
If you want to use YouTube animators as an argument, try Mike Inel who made all those Gumball hentai
Art and animation are not the same, the art in this is fantastically detailed but the actual animation is full of stills, pans and other shortcuts.
It barely has anything besides stills and pans. Even the shittiest TV anime move more than this
Despite your quads, you clearly haven't seen enough cheap anime. Especially old cheap anime.
Japanese animation literally is assembly-line work whose goal is to do everything faster without compromising quality too much. I'd understand that one would botch some part of the work to match a deadline if you couldn't add more animators, but those are unlimited supplies of freelancers paid between 180 and 200 yen a frame (stated by thomas romain in a thread on the catsuka forum, a french animator who worked on Space Dandy, Aria, Art designer of Symphogear, etc.). Don't talk about budget when paper cost more than workers, they're just doing terrible work.
Doubling your workforce is less then twice as fast and costs more than twice as much. Always.
Also he took a year and a half at best to do this, not 3 years like an user said earlier. He just waited for the festival he's been nominated at to happen to release it.

OP, if you wanted to discuss and/or praise this short film, then you picked the wrong way to do it. All you've achieved is encouraging people to nitpick at whatever faults they can find in its 2:59 runtime.
