Sakura has two main issues: Her relative lack of growth as a ninja compared to her teammates (especially in Part I) and her relationship with Sasuke.
Winry was never written as a combatant, and her relationship is more substantial since they’ve grown up together, as opposed to Sakura/Ino/Karin etc. being thirsty fangirls who liked Sasuke for superficial reasons.
