Well, honestly, let's try to see the things from Ootomo point of view. She approached him because probably she thought he was very cute and a good guy, since he defended Osaragifrom bullying. She was engaged with Ogino tho, and still in love with him apparently Later Ishigami fought with Ogino and because of that, Ogino broke up with Kyoko. Kyoko was stupid to believe about the stalker rumors, since she was actually the one following Ishigami all the time. Anyway the whole thing made her mad at Ishigami, but a part of her was still fond of him and probably flattered by the fact Ishigami liked her so much When she saw Ishigami had already forgot her for Tsubame, probably that hurt her pride a lot
