After All Might fights the Big Bad for the last time. I don't know if the creator knew where he was going with the story up until then, but it was clear he had no idea after.

I think it went off after the sports festival, not because the concepts got dumb but because there were too many characters to properly manage and Hori doesn't want to seem to give focus or limelight on those characters. It makes a lot of the class feel incredibly tacked on.
The Stain arc was alright from a character standpoint but Stain's impact on the 'world' takes away a lot from the story. The guy was a murderer who killed people in the streets, but only if he deemed them bad, but there was a recent case of a beloved hero getting ganked for some inane reason as well. People in the story bought this hook line and sinker.
Frankly, a properly used meta liberation army would be much better as a main villainous force than what the series started out with.
In the end, I guess it boils down to the mechanisms around the story's themes not being fleshed out enough. The government is ultimately responsible for things, but we barely know anything about the government or its operations.

Yes, but you can still teach kids about the reality of government and its consequences. Simply having a "freedom of quirks" movement with extremists on the side would be fine.

I find it ridiculous how even some of the small handful of students that got focus early on fell by the wayside completely like Iida and Ochako, remember when they were basically a trio with Deku? Now the only students who matter out of twenty are Deku, Bakugo and Todoroki.
