Kind of surprising. The US has a much bigger weeb population (mostly due to it having more people in general) and hosts a lot of weeb conventions, but it's France that hosts Japan Expo for some reason and gets exclusive translations. Interesting.

The US has a much bigger population. But comics in the US were seen for a long time as something for children or teenagers. This is not the case in France, where people of all ages and classes would read comics with no stigma attached.
That means there is less risk for publishers to make low sales. So they translate more manga. That means more content is available to get people into reading manga, making manga more popular.
There's also a significant mutual influence between the European BD and Japanese manga markets.

Not really, Japan and France have a much longer and harmonious relationship with each other and as I mentioned, comics are massive in French culture. They are considered the ‘Ninth Art’ after all.
