The hair doesn't look right to be Nakai
It's hard to tell with such a small picture. But it looks like short Nakai hair, but with the image quality her hair is blending into Karura's skirt making it look odd. Plus it wouldn't make much sense for Hiyori to appear when she hasn't appeared on a cover thus far, and its going to difficult enough to cram in all the regular girls.
Same hair color and the blue sleeve from her work dress. Also that hand on Chisaki's shoulder seems very parent-child to me.
