If anyone is gonna get a redemption, we know full well it's gonna be Toga. This manga has a very clear cut between who's a bad person and who's a good person. It's not about doing only bad or only good, but it's the ability to reflect on actions, question themselves and feel regret. Dabi clearly has no such ability
