It's complicated to include them in standard settings because they can really only do so much outside of the water. That's why this happens Even the Little Mermaid spends a gigantic chunk of the story without her tail. Maybe if it was something like Blue Submarine No. 6 or something, some sort of sub or under water mecha show where you can constantly be near bodies of water.
