The difference between hand positions on a clock is harder to immediately recognize than quantity of blood droplets. The latter is a stark contrast. Your brain will immediately catch it and see that time has leapt forward. With a watch you'd be watching the time and the jump forward wouldn't be that obvious.

5 seconds could go by during a time stop, but when resumed everyone would be at the moment time stopped. During a skip, everyone will continue their actions and when time resumes everyone will be at the end of the skip.

They do function and are portrayed very similarly in Jojo but there are differences like what said. GER's power is also portrayed as time rewinding when I don't think it's supposed to be that. It's just hard to portray abstract time bullshit and similar stuff.

I was disappointed Polnareff got his ass kicked so hard by Diavolo on every occasion.
He's a veteran who fought and beaten countless stand users, and fought a time shenanigans stand too, DIO no less, you'd expect him to be able to do something. I wish he could at least given him a bloody nose instead of getting wheelchaired like a litte bitch.
