Ashihara really played a curveball with this chapter. Not only did the "who do you want or not want to work with" question from last time end up irrelevant, it isn't even a shuffled selection that was decided beforehand, but a draft format. At least some people called that non-captains would be chosen as the new captains, but Osamu being a regular agent, under Suwa at that, was surprising.

I think Rokuro gets Hyuse to keep readers interested in the character development squad. Also pairing someone who has doubts about his captaining with a person who doesn't like followin "illogical orders" seems like free conflict to me.

The night is still young, so quit whining and post next month's bingo card using validated facts and sound reasoning.

So since people are currently banking on Suwa's last pick to be either Kitora or Katori for the Osamu interactions, which one of them do you think would have the more interesting interactions with Oki and Suwa?

I believe the survey is still relevant, I just don't know how or when it'll come into play.
Or maybe it was just there for that one panel where Osamu has Katori on his shitlist.

Definitely Katori since she and Suwa are fresh out of their match against each other. Kitora will just be professional with everyone and at worst might act a tad smug around Osamu. Meanwhile Kitora may throw a bitchfit when her new teammates don't immediately do whatever she wants them to do.

I can see where they're coming from with some of these. Kitazoe, Mizukami, and Rokuro basically already handle the strategic planning on their teams, and Murakami has a lot of untapped potential in captaining given his side effect. Azuma and Yuba are seasoned enough that they don't need to be tested as captains, Osamu needs to prove his worth as an individual agent, and Urushima doesn't even captain to begin with. Kodera is fairly well-versed in tactics, as well. The only questionable ones here are Utagawa and Arafune.

Definitiely Katori. Both Katori and Kitora are fairly stubborn and can be hard to get along with, but Kitora is generally good on at least keeping up a facade. At worst, there might be some moments where she shows cracks, but it wouldn't be that interesting because everyone would be alright with each other. Katori, on the other hand, barely even gets along with her own squad. Suwa speaks his mind too, so those two can easily butt heads, while Oki, who at least seems like a playboy kind of guy, might try to play the peacekeeper role.

Hyuse is like a male Katori, it would be punishment for him. If he gets Kitora, his new team will end up very similar to his old, but with less bitchery.

It has already came into play. Agents were split into pools by the results of the survey. Operators and captains were also assigned in such a way so everyone is forced to cooperate with agents they dislike.
It is possible that Nino is working with examinators and the lottery was rigged, so he can draft universally likeable agents and act as a juggernaut with OP team. Though the opposite is also entirely possible and he might fuck up even with a team made of elites, but that would be too much Nino bullying from Ashihara.

I wonder how many teams, if any, will be weeded out by the first phase of the exam. It seems like a freebie as long as you keep your wits together and can handle tight spaces with other people.

I kind of wonder what the rules would be in the case of, and realize the example I'm going to use would never happen but I'm just so shit at names that I have to use this for an example.

So draft round 3 gets Suwa as last pick, and somehow hyuse is the the only one left available to pick. By the rules would they have to not pick hyuse because mikumo is on the team and then be screwed with a 4 person team (and hyuse doesn't get to participate) or would they let him join.

EZ, as long as the pool has only 1 person eligible for drafting to certain unit, he is assigned automatically (out of order).

illegal picks (where 9th place can't pick one of the remaining 3 to avoid overlap) or potentially auto-assigning agents to the later seeds because it's their only option could come into play, and it'd be interesting to see someone with a well-rounded team pick to deprive another team

First solution is that Ashihara simply writes in in a way that this doesn't happen because he has plenty of wiggle room to work with.
Second solution is that they either let it slide or allow him to trade for someone else in Pool 3 so that Hyuse gets to join.
Last option is that they use this as a convenient excuse for Hyuse to not join the expedition proper when they finally reach Aftokrator. Drama ensues.
