digital colorists and inkers don't have the same qualifications as cel artists.
celluloid sheets cost money so there's very little room for fuckups. make one mistake and you'd have to throw the whole thing away.
so only qualified people were allowed to handle the cels
that's not the case with digital animation.
digital coloring requires no skill at all. just fill everything in with the bucket tool in photoshop.
the people they hire to do this usually have no formal art education or experience.
