Recent ones was due to him and One discussing changes. Though he usually does redraws before a volume releases but they are usually smaller in changes or corrections.
They both are but Garou is a human above everything else whereas Mask is the opposite.
Garou was in the process of breaking the limiter and doesn't feel monstrous bloodlust. He's literally a human with a dream to become his own kind of monster and he's blatantly projecting heroic traits onto that image, making him unable to become an actual monster. His humanity is just always intact and he ironically merges a hero (savior) and a monster (scary shell/facade).
Mask actually turned into a monster like all the cases - accidentally - and started suffering from borderline uncontrollable bloodlust because of his obsession with looking good. The one thing that sets him apart from a typical monster is that he noticed the effect of said bloodlust and his values clashing with that led him to try to do something to alleviate it BUT without Saitama's magical input he would've likely been gone. Mask was unable to establish any human connections on his own, making him no different from monsters who actually completely estranged themselves and essentially forgot about human empathy due to some single-minded obsession.
The recent redraws have been making things more vanilla and goofy so I assume it's for the anime

Well basically every redraw has been a more soft/generic version of the original besides the Sperm and Emperor ones so I don't know what else could do it
I doubt it's for the benefit of an anime especially with both s1 and 2 having deaths and beatdowns. As I said One and him discussed about the pheonixman fight so it seme like One wanted some fights or sequences to not be fully serious. Either way what happened has happened.

It's very simple. Garou is a human trying to become a monster. Mask is a monster trying to become a human. At his core, Garou is soft and sweet, but because he makes bad choice after bad choice he acts as a monster. Garou is a human, but what he does is monstrous. Conversely, Mask is ugly and cruel deep down, but he chooses to do good, ignoring the inclinations of his nature. Garou is a monster through choice, while Mask is a human through choice -- and the opposite is true over their natures.
Who the real human monster is depends on what you consider a true monster. Someone whose nature is evil, or someone whose choices and actions are evil.
He is probably also gonna remove Atomic almost begging Garou to leave the disciples alone and somehow make Amai do that instead kek. Dude fucking hates this character, I feel bad.
