Araragi is crippled by his flaw of ignoring ugly truths and Ougi was created from the impulse of self-criticism about that flaw. Ougi isn't really smarter than Araragi so much as an overclocked version of him.
Remember, Hanekawa actually had to tryhard in order to understand what was going on with Sodachi while Ougi understood immediately, thus indicating that Araragi figured it out and was simply blocking himself from accepting the correct possibility because of how depressing it was.

Not really. She basically knows Araragi's girls far better than Araragi or anybody, except the author, should know them. Also her actions only make sense when you consider that she is a fictional character in a harem LN, yet she still acts like she has agency. If the story wasn't about Rararagi solving everyone's problems and a particular group of girls and tulpas orbitating Rararagi's dick, her plans would appear as just pointless dickery, but if you realize that she was bound to lose and get dragged into Ragi's harem, and she should have known this, they don't make sense either.

Honestly, I find the monogatari series to be kinda annoying for this reason. Characters are aware of the 4th wall to the point it factors in their deductions in a few occassions. Yet whether it factors in their decision-making is up in the air.
