The only real way is politics. Get involved in a local activist movement or political group, rise up the ranks, get elected for a local office, and then go further up from there. But as someone who tangled with the politics of a middling city for a while (admittedly on a pretty surface-level, meeting with local candidates, doing minor election advertisement, etc.), let me tell you: it's a pain in the ass and will drain the life from you unless you are naturally charismatic and have an appetite for it.
