It’s meant to indicate the sheen of skin. Think lube in porn. And it’s fucking stupid because it means the studio isn’t even attempting to hide the fact that they’re aiming for making otakubait.

Problem is, when applied in anime they look like fucking plastic. We already know it's a cartoon, making them look like they have the texture of stretched food-service film is horrific.

It’s only doable in manga because there’s only one frame to make. Anime is done at 24 FPS, which is why a lot of adaptations have a slightly different art style. If budgets and deadlines were just words, then yes it would be doable.

Anime uses a lot less frames, part of the ingenuity of an artist is conveying what you want in an efficient way, just like how Disney more or less revolutionized animation and old Hollywood movies used several methods without heavy usage of computers. If the final product objectively looks like shit and demands more work (OP's pic), the only sane thing to do is stop doing it, why they keep doing it is beyond me.
