Disagree. Enishi's arc has tropey non-characters as villains. It's as if you took the least interesting Juppongatana and made them the antagonists, while giving them stupid gimmicks, Enishi being the only one that's saved. The OVA perfectly compartmentalizes the flashback Kenshin suffers in that arc without the retarded villains.
Amen. Hokkaido arc is trash, and part of it is because the villains, the human swords, feel like they don't belong in the world.

People debate whether the manga would have been better had he not pussied out of this or not, but I think going there in the first place was completely retarded and derailed the story.
