Because usually for something like that to happen then the villain needs to lose their status as a villain or the mc has to renounce being a hero.
At the end the premise never really comes true and you just have a mockery of the premise which is all what an untalented writer can pull off.

It would be really easy with just about any villain. The only ones it wouldn't be are the extremes on both sides. The ones who are actually right and the ones who only want power.
a lot of villains fall between just because lol and tragic backstory wanting revenge/justice. For the just because villains who are doing it without any actual reason, they can just flip at the drop of a hat whenever and love would be an easy motivator. For the tragic past villains, most the time they just want someone to earnestly care about them. It'd take multiple encounters of whittling down their defenses but it wouldn't be too hard.
