No it doesn't. There are plenty of graveyard effects. Heart of the Cards would detect that the face-down card is Drop Off and draw something that is better in GY or gets an effect when it's discarded.

if we want to talk meta competitive yugioh has become trash either way, power creep was very poorly handled and the game has just become an absolute shitfest of essay length monster effects and 10 minute turns full of bullshit summons and chains that result in controlling the entire board from your first turn with a full monster zone of lvl 10s with retarded effects. "competitive meta" started becoming unfun by the time xyz came along and became unplayable with pendulums/links.
The only decent part of the franchise has become basically the anime (original/GX is king) and casual fun play making noncompetitive decks with cards everybody knows and loves and dueling friends.

In DSOD, Kaiba was able to pull out Obelisk through raw will even though the god cards were gone for good. It was either the Heart of the Cards or an ability only past reincarnations of Pharoahs could do (Priest Seto was a temporary Pharoah while Atem was away). It hasn't been confirmed.
