Well while Luna Inverse was the PC in the tabletop game Kanzaka and pals played, Lina was like this NPC they found entertaining.
NPCs are interesting in the context of tabletop. They are controlled by the GM, but the players can get a say in what they are like. So maybe like Luigi in Paper Mario Thousand Year Door, she was a flat canvas for the players and GM to talk about.

Slayers is one of my favorite shows and Lina is a great protagonist. But I don't think she's quite at the top. And this is more the fault of the adaptation. Lina was great in the first two seasons, but became progressively more random and joke focused in TRY and the movies. And we won't even speak of R/Evo.
She had the potential to be the best. But it was squandered. Though I may be bias, because Amelia is mai waifu. But I'm not so delusional with love to think Amelia is the lead of the show.
