One of the "word of god" guidebooks said that Ryuken basically used Jagi as a patsy.
He wanted the successor to learn how to fight an underhanded opponent.
But in Jagi Gaiden, it's shown that he did have some skillz, he was just too autistic to better himself.

I kind of like Jagi Gaiden making him from a buttmad asshole to a proper HnK backstory that doesn't excuse him where his life was utterly miserable and he learned the completely wrong lesson unlike and instead of embracing his sorrows he used them to become a petty evil autist

He could use a bunch of nanto as well, I'm pretty sure Jagi was a talented marital artist. He jobs to Kenshiro, like literally every other person in the world, but he was still wiping out people left and right before then.

Jagi was more an average/mediocre Hokuto practitioner compared to say Kenshiro, Raoh and Toki who practically were three of the very best Hokuto Men who lived

It's not really fair to compare Jagi to the three greatest masters in history who just happened to all live in the same period. I bet any other generation someone of Jagi's skill would've made a perfectly fine successor.

His power ranking in the guide books is C, you know. For average. He's also solidly average with a three in most of his physical stats except for looks unlike his brothers who have like almost 5s for every stat and are ranked triple AAA because you know they're super prodigies. I mean Jesus fuck Toki literally created his own martial art all about healing people from Hokuto no Shinken which is the Assassin Fist. Basically Jagi cheats because he couldn't get as good as his brothers. And even cheating couldn't make him anything better than average

Jagi makes a mockery of Hokuto Shinken. He racks disciprine and takes shortcuts. That’s why no one respected that nigga. Also, the only people he killed in the series were peasants and little kids. He was a pissant and died like one.
