From an in-universe reason, 17 and 18 don't really make sense for several reasons - why didn't Gero modify himself on a cellular level and put an infinite energy reactor in himself for the same benefits? Why can't they be sensed despite the fact that they're still mostly organic?
From a meta reason though, they exist literally because of editor meddling, which means that Toriyama had to bullshit a few more androids despite them not really making any sense.
Now, if the Androids were meant to be "proto-Cells" in that they had the cells of Frieza/King Colg (for their extreme power), Piccolo (can survive only on water according to an interview), and the Saiyans (for violent fighting instinct) but they were diluted in some ways by the original human cells, then I honestly think it could've made much more sense.

Aren’t the androids way too overtuned for his purposes? He only knew about the Z-fighters powerlevel up until the saiyans arc. So about 20k or something. But he still builds androids capable of stomping super saiyans with an approximate powerlevel of 100 mio. or so.

The RR Army already had pretty strong androids during the RR Saga, it makes sense that a Technologically advanced world like DB's could have a scientist with nothing left in his life could spend decades doing his work to make Androids that strong.

Yes, he collected data on all human fighters, Goku, Piccolo, Vegeta, Freeza and his daddy, just like in the past when created #8, with this new data he was able to create beings that matched or surpassed his targets, makes perfect sense.

earth tech is specially advanced in the dragon ball universe, and strength isn't (solely) a physical aspect ("power levels" are literally just ki readings). honestly this criticism just seems to me like some Z-baby bullshit that thinks earth is and has always been a normal place and everything interesting is and has to come from space.
