What had happened from this volume is merely a manifestation of realpolitik. Overlord is essentially a pragmatic work wherein a egoistic vision prevails upon an idealistic one. As a natural ruler, he seeks the State surviving and happiness of his citizens. And for that, he'll do what it takes. Lastly, the majority of isekai novels take place on middle ages universes or early modern period. As a consequence, wars are frequent and there aren't many principles established about what or not to do. Conventions and treaties are less usual, and its power is measured by militar capacity (in this case, magical power).

Why? It would be extremely boring. With Ainz's omnipotence I'd just become some mischievous God that influences people and toys with them, observing the world. Living as different creatures and travelling around sounds much more interesting than some cheap military conquest.

Magical power is not all there is though, strong enough physical power will overcome the magic defenses and cause trouble.
This is seen in the spinoff novel where the giant sand storm was created by machine high in the skies.
Magic vs Tech will always be in an issue.
