I dissagree.
I really liked Angela's character and her development. How she started as 'dog of the system', but developed to think differently than that system, only to be betrayed by the system. After which she accepted her situation calmly and with clear mind. All while being herself.

I disliked her personality to begin with. And she didn't really develop to think differently from the system, she was in line with the system up until she was betrayed-- she never made a choice to oppose it until the choice was forced upon her by that betrayal and Araragi coming to rescue her. Discussion of opposing ideologies was way too shallow (mostly due to the limited timespan afforded by the movie format). It had trappings of Urobuchi's style draped over it but did not properly execute on the narrative structure (again likely due to constraints of the format). Though even if there was more time to flesh things out, her character is still ill-suited for such a narrative-- in standard Urobuchi fare her flaws and ideals would lead to her demise in despair. It's a compatibility issue-- if the narrative lacked the typical Urobuchi themes and setup, she'd be less out of place.

No. Urobuchi is not such one-trick pony.
EfP was mainly Angela's story. Her motives, struggle and adventure. While it did have themes of opression and freedom, those weren't the main topics of the movie. Only a backdrop to show and develop the characters.
