Dio hesitates to kill Joseph and has to rework his plan because Joseph was channeling his ripple through Hermit Purple, and also creating a sort of soft forcefield for himself that would damage Dio if he directly touched him. Dio literally mentions this.
Ripple isn't used because a) we're supposed to believe that Joseph didn't continue to practice his ripple and b)Hermit Purple is easier to use since Stands don't really seem to take significant effort to use.
