Movie without Power...bad situation form the marketing perspective. But they can pad it with anime original Power scenes at the beginning, and extended appearance at the end.

OPM's downfall happened because there was no material to make season 2 right after season 1. Director and freelancers left and never assembled again. You can say that Part 2 is a guarantee for freelancers that they can work on this project for many seasons.
