If a story is emotionally moving then it's a good story.
There's an anime that made kept me up 'til 3AM bawling my eyes out, and it's a 7/10 at best. You can get emotionally invested in things that are just OK, as horrifying as that sounds.
There are other requirements to a good story. Logical consistency, build up, tension, character personality, etc.. If one scene moves you emotionally, that's not evidence of a good story. That's evidence of a scene that moved you emotionally.

people arent just saying something is good because it made them cry they're saying its good because it was so well written they were able to get invested in the story to the extent that it had such an emotional reaction, a story isnt well written cause it made you cry it made you cry because its well written people just use the "it made me cry" aspect cause its shorter and requires less explanation, if someone says "that was a well written story" you usually wonder "how, what was so good about it?" if someone says "this story made me cry" you immediately know "damn this story got someone that invested in its world and characters"

This. The difference between a bad story or a good story is whether or not it actually makes you feel what it wants you to feel, whether it's sadness, excitement, melancholy, humor, etc.
