I'm confused about Emiya Shirou's projection.
I know he uses his nerves as a makeshift magic circuit for his magecraft, but Rin mentions he pulls an already finished projection out when he uses projection.
So does he pull the from UBW in the future?
Or does he always have access to UBW subconsciously, even when he can't evoke it?
or am I completely wrong and missed something

His reality marble is always active inside of him, so he can create swords in hands, if I remember right

This. You can think Projection as his 'inner world" leaking into the primary reality.
Is it ever explained how he got his Reality Marble? Was he just naturally gifted and suited towards it?
Reality Marbles aren't necessarily something that's taught, they're different depending on the person

Anyone can get there own reality marble, his origin and element both being sword let him use his easier

Everyone has an internal world, reality marble is called the way you project that world in reality.
That said having Avalon in his body for 10 years fucked with him in a way that changed his origin to "sword" (if you dont know what an origin is watch kara no kyoukai). With his origin being that his internal world changed to ubw.

they're not so much illegal as mages would do unsoeakable things for a chance to do unspeakable experiments on someone with one. so clocktower finding out you have one is a death sentence, but not for legal reasons
The problem is that they are weird as fuck, people that have them generally are fucked in the head (in a way they are "alien" to the world, same reason vampires can use them more easily) and the effects are really powerfull in general. So the mage association wants you so those things arent lose after you die.

Read these for more in depth reasoning. What it comes down to is there's no difference between Shirou projecting a blade and UBW producing one. UWB is a manifestation of his psyche. UWB isn't a tool that Shirou Emiya has acces to, it's his very being.

UBW is the core o Shirou Emiya while he may not be able to actually bring UBW to the real world if he lacks knowledge or if his mindset is not fully compatible with UBW like in Heavens Feel every projection still comes from the same place, in fact Emiya Shirou can only use UBW

Nope, all Avalon did to him is to change his origin and affinity to sword, thus making his RM easiest to be used when projecting Swords and bladed weapons, but the ability to use RM is always a part of his own powers.
They're not illegal, they're extremely rare power for humans since in the modern world there are only 6 known true humans, excluding Shirou, who can use and manifest their RM into the world, as normally only top-tier Supernatural beings like Dead Apostles Ancestors has the ability to do so.

Reality Marbles are reflection of your personal "inner world/mental landscape" and cannot be altered at will. Shirou's the lucky one but for the most people this technique has no practical implementations.
