First off let's address animation quality. One Punch man was the perfect combination of skilled freelancers and a studio who wanted to push their visuals with great storyboards and technical skill. It is a once in a decade show. Don't think every anime will look like it.
Writing has always been trash with a few exceptions. Any big show has plenty of obvious flaws in it.
Episodes haven't been getting shorter.
In short, welcome to watching anime. You can now start complaining about everything.

More like rare by any decades' standards. Getting that many talented freelancers to work on something wasn't any easier 30 years ago than it is now. If the 80s and 90s had anything over modern anime it's that the OVA market was still booming due to the rental industry going strong, and this afforded them a much more relaxed schedule than TV. With TV anime you have inflexible deadlines and this more than anything else is what impacts quality. You only have so many staff members, only so much budget to pay them, and since you can't just work on it at your own pace, you have a finite number of manhours that can be put into any TV production. So for any TV production to reach OPM's quality is extraordinarily rare, not just in the '10s, but in the 90s, or 80s as well, whose best products were typically movies and OVAs, which operated on much more relaxed time tables and better budgets.

Making a reasonable profit on animation is difficult, so they focus on the handful of shitty genres (e.g. Isekai, harem, high school idol shit, etc) that are guaranteed to make a profit on the same handful of diehard fans. It's all about quantity over quality.
