Characters are written stupidly it seems. And in terms of designs, looks to me like the comic writer is taking inspiration from that fan manga Dragon Ball AF. The silver hair form and what not. The blue and red hair forms seems goofy and not like it fits (well, in general its all goofy).
Super has some input from Toriyama concerning plot elements, character designs, and transformations, but Toei and Toyotaro modify it to their corporate and personal whims. Toriyama hasn't entirely written anything since Jako and Dragon Ball Minus, and he even admitted that that was the last manga he'd probably ever do.
