You do remember that the ship runs on water, right? So does the time machine. The only reason they are willing to use it is because Lala-Ru has the capacity to give them a far greater return on investment. Using it for regular water is a complete waste since they'd only end up with less than what they started with.
I'd leave Lala Ru to her fate and would stay with Sara.

This was one of the worst shows I had ever seen. There was zero difference between LaLaRu in the beginning of the show and the ending, meaning she could have destroyed Hellywood at any point using her water powers. Teleporting water into the ship would have fixed so many problems. It is never stated how much water is needed to use the teleporter or move the ship, so it is safe to assume that they can bring enough in to replenish their supplies.

We know for certain you need at least a floodfull of water to do the latter, and a fair amount for the former. Even the cannon took up a lot of resources which is why Abelia was hesitant on using it. The only reason to use any of it is to ensure survival by getting Lala-Ru to do the thing.

No it's not, or they would have just kept doing that. We could see the area the teleporter takes in, it's not that big even if it's all water. There is no unlimited energy, not even Lala-Ru provides that. She's just as close as you could get since she has ocean's worth of reserves in a pendant, which makes chasing her worth it.
Why were they so loyal to Hamdo? It never made sense, he was clearly an idiot.

Man, the show had its issues, but you are goddamn stupid. LaLaRu didn't give a single fuck about humans or their struggles. The only reason she sacrificed herself at the end was Shu. That's it. Her being a static character isn't an issue the show had. The stupid antiabortion message and Hamdo's paper thin characterization were.
But she was okay with being abused by Hamdo and despite having the power to free herself chose not too? Really? This from the character who says that she is not going to make water because people always end up hurting her. She doesn't care about humanity in the sense that she wouldn't help them because she knows that they would always try to use her.

He was probably a better leader with less mental issues, but he clearly went insane once his empire started to crumble and he obsessively hunted down Lala-Ru.

She wasn't fine with it, but it didn't make too much of a difference to her versus the alternatives. There's nothing to say that she wouldn't have tried to escape again if she got the chance, but she was just captured again and under tight security. She's been through this shit several times before and will outlive whoever is trying to use her once she doesn't use up her water too much, so it's just a waiting game for when they are lax or when Hellywood collapses.
Hellywood is THE power of the world, no one can stand up to Hellywood when it's activated, making Hamdo, with a functional Hellywood the strongest man in the world. The author of the screenplay and creator of the world suggested in an interview that Hamdo is only unstable because Hellywood crashed and that events that take place before the series started have had a massively negative impact on Hamdo's mental health, which checks out with what the story tells you. Hamdo literally was literally wiping out entire countries with just Hellywood, he was the enemy of the world and having Hellywood suddenly shit out has left him in a position where he can finally be punished for his actions. The only reason he's not been killed by now is that he can still activate Hellywood if he really needs to and most of the world is too war ravaged at this point to fight back.
People follow Hamdo because at one point in time, he controlled the most powerful weapon in the world and he was able to use it freely.
