Basically it allows a heavy system like a blockchain to act like a nimble and lean routing and switching network (like the internet).

by spreading the transactions over multiple blockchains and/or consolidating them into large summary transactions to a main chain like how shitty lightning network plans
the so called "junctions" or protocols linking them together will be incredibly insecure though and a coders nightmare

You can't DDOS L2s like lightning, they are more efficient at processing transactions the more there are, unlike blockchains where it's the opposite (hence $1000 gas fees). This is why btc devs so hard for L2, it's technically a lot more elegant. Lightning hubs are also a myth that was propagated early on for propaganda effect.
