Portugal has ten million people. You would need a thousand people to have a big influence. Maybe you could do it with less, but, you are gunna get some serious pushback from outside forces. So, it is easy to defend, and you can get supplies through. The only problem is they are trapped in the Mediterranean, if things escalated to that extent. Portugal has the advantage of open sea, and they are trying to claim the ocean shelf that extends to the islands, which if granted, would yield tremendous amounts of minerals and shit. Portugal will be seeing brighter days ahead. Also, they have the longest held border in Europe. Mountains, river, ocean. The place is strategically advantageous. But you are gunna need many people.
