i've seen worse back in the early days of crypto, for example people buying early btc asics from butterfly labs: 50 btc for like 10gh/s which the company had already mined with and then either never shipped or shipped so late that they were obsolete
this defi shit really is cancer at the moment, but i do think that eventually some genuine gems will rise from it, $waif seems quite promising given it actually has a roadmap and purpose rather than just being a ponzi created to generate yields

There's no rebase mechanic and it's not meant to be a stablecoin, so not really. It's more of an NFT marketplace platform, with possible future plans to expand to an onlyfans/patreon style system to support artists who secure their work via the platform.
