Yeah Marktplaats is a very good place to find good deals if you know what your doing (also lot of scammers).
Goldsilver.be is safe and cheap but there shipping cost are quite high €29 and people say that their costumer service is kind of shitty, personally I never had problems with them. You just have to follow the rules. Another place you could buy is either silver-to-go.com or coininvest.com (they are the same company but one sells gold the other silver). Shipping cost are around €10,95.
I don't think there should be a problem with douane within the EU, that probably one of the few upsides of this shitty union.
Also boomvesting in tax liabilities that are likely to become more expensive to own with severely decreased demand over the at least next 10 years (read "land")
