Not that Italy is doing so hot, but they have a really interesting proposition when you go on unemployment. If you get 3 people together you can start a business and they'll fund it to some extent. Lot of worker owned cooperatives as a product. The legacy of those isn't particularly pretty, but there's a singular outlier called Mondragon Corp (Spain). There was a 80's era documentary on them.
In any case there are other means by which to effectively allocate capital, and I don't think hyperconcentrating wealth and power to an infinitesimally small portion of the population is a particularly sustainable or efficient one.
