This is a bill introduced in March that was brought to the Senate Banking, Housing, and Urban Affairs committee in June.
Its basically an act requiring FDIC Banks in the US to offer digital wallet services to its customers.
It specifically notes that anyone eligible for Covid-19 direct relief is eligible for a digital wallet.
