From what I can tell RSV is the stablecoin, currently backed by a bunch of USD held in trust. Eventually the plan is to decouple it from that trust and back it with RSR at a USD-equivalent rate, then look at a new price standard after that.

Reserve is backed by a basket of assets. It starts with stablecoins as a proof of concept and then expands to include other assets in that pool. It decouples from the USD entirely so as to prevent any kind of volatility that the USD might encounter, since we all government-backed fiat are fucking scams that are doomed to fail. What makes it special is the team's main focus is an app rather than just another stablecoin protocol to trade on exchanges: it's meant for use by normies rather than just those interested in crypto. The team have stated that crypto is a daunting concept for the majority of the population, so they're avoiding that labeling and making it as user-friendly as possible to maximise use of Reserve. It's crypto for people who don't even realise they're using crypto.
