Can I buy crypto via an exchange in the US and then move to, say, Portugal and cash out there to avoid taxes?

There is nothing you can do if you bought them in the US. If you move to puerto rico you have to pay taxes on ehatever you had before you moved there. If you move to a foreign country as a US citizen, the US will still demand taxes from you. If you give up your citizenship they will still make you pay an exit tax.
