Actually I take that back. Look at SUSHI's smart contract and search for "mint" and you'll see basically the same code in both: etherscan.io

That's another line where it uses the internal _mint(). Line he's referring to calls the token's mint() function that creates more tokens and doesn't exist in the original SUSHI MasterChef contract.

sushi has governance by timelock and it indeed can call mint after 48 hours
