It doesn't, it just hasn't been implemented yet. Once the switch is flipped on May 9th 2196 XRP will finally be worth 33 cents. As of now it's pretty stable.

what do you think has spurned SWIFT to begin overhauling it's system and implementing gpi? ISO20022 is only a messaging standard. RTGS is not instituted or defined by that standard. Also, SWIFT has pushed back their adoption of ISO20022 in European markets and as pointed out, SWIFT admits that gpi is only NRTGS (only defined as being faster than a currently implemented system) and not true RTGS. Account credits do not equal settlement.
