Yes. After mainnet. There is still plenty of time before next year when they launch mainnet. There is also a "slow wallet" feature which requires a month's notice before they can unlock any of the vault coins so they can't just disappear on you or dump on you like sushi just did. You sound like the kind of person that likes to research, so I'm surprised you are warning people about rsr instead of buying it.
